Phil , another technique you can use is "stacking " layers of plywood .Different species will be attracted to the "layers " just as Chris mentioned for the carpeting .Generally the lower levels will be damp ( depending on rain fall , etc )As the wood ages it will crack /splinter ...

Just keep @ it .Habitat does appear solid . I have a spot I've been going to for about 5 yrs .Each year I usually come up with at least 1 new species of herp @ this same spot .If you're targeting snakes you may want to seek out an area with some artificial cover , which may help . Good Luck.

I have never "baited " . However , From field observations , They are very , very found of pickerel here in NJ . I have seen them emerging from lakes / creeks / ponds with good sized pickerel held in their mouth .
