I am confused on how i can change the picture size to fit my avatar.

Just use some photo editing software. Even the most basic Microsoft editor will have a way to resize it. I just used picture manager or whatever it's called. Didn't even have to bother with PS.

You can resize and crop photos hosted on Photobucket.

In Picasa you have to go to "file" and then "export picture to folder" to get to the resizing capabilities.
