Here are the turtle regulations in Oklahoma for those interested.

The remaining species, all of which are aquatic, may be collected for personal use or may be trapped commercially from private waters with an approved commercial turtle harvest license.
I'm assuming he has a hunting license, as most southerners seem to, so he may have done this legally, if not sadistically.
