Sierra garter snake (Thamnophis couchii) Mutation?

Visited Yosemite today and I found a little garter snake that seemed to have a weird mutation on the back of its neck. It looked like large white elongated scales to me. The snake seemed to behave just like any other garter snake I've ever found. Btw, this was a lifer for me! Here are some pics.
So what do y'all think this is?

Where's Hubbs? He has some comic books...maybe they have some mutants in them...Brian if you have X-Men 94 be very careful with that book...

I do not have 94...but that snake looks like it's trying to grow a mullet...
