Better heat conductive material on one ide of a plastic tub?

So it seems to me that since plastic is a better insulator than glass that it is harder for the same amt of undertank heat to attain a sufficient hotspot but yet plastic is a better insulator. Wouldn't the best of both worlds be a piece of metal or glass as the bottom on one side to allow heat to be conducted into the cage but then plastic around to insulate?

You might try putting a piece of slate or something similar over the hotspot to help retain heat.

I am not sure what tubs you used, but the ones I use don't generally have flat bottoms. I think the air gaps do more insulating than the plastic. A few tubs have smooth bottoms, and when those are used with external heat, they heat up pretty well.
