On Friday, the 20th, the Oregon Department of Fish and Wildlife unanimously approved the draft of Division 044 (OAR 635-044) found here:

This update comes with many changes including, but definitely not limited to, a permitting process for native nongame wildlife in captivity, "Protected" species controversy of whether they are completely hands off or not was clarified and individuals are legally allowed to capture for photographing and documenting as long as the animal is not injured or removed from the immediate area, more species were added to the list of "Protected" species, and caging standards for captive wildlife were added.
The updated list of "Protected" species is listed from page 6 line 9 through page 7 line 18.
The updated list of non-protected species is listed from page 20 line 18 through page 21 line 3.
